Policy of Oil Exploration Operating Company :

Oil Exploration Operating Company ( OEOC) , is one of the most experienced Iranian companies in Oil and Gas division , operating as part of Exploration Directorate of National Iranian Oil Company till 1999.
In 1999, following implementation of major policies of National Iranian Oil Company aiming in separating operational division of Exploration Directorate from its governing and policy making division , the whole set of operational bureaus of NIOC Exploration Directorate separated from the Directorate keeping organizational structure and entire equipment and specialized machineries and commenced its activities as one of subsidiary companies of National Iranian Oil Company with a new legal entity under the title of Oil Exploration Services Company (OESCO).

With the same organizational missions and consisting with the government shrinking policies, the company was subsequently assigned to Oil Industry Pension Fund in 2000 according to Iranian Parliament (Majlis) ratification and NIOC Board of Directors approval.
Later in 2003 , after renaming to new title of Oil Exploration Operating Company, it , possessing experienced and specialized human resources, continued its activities in Geological , Geophysical , Petroleum Engineering and Well Logging projects and also surveying , Drilling Services , and Construction .

The task of managing Health, Safety, and Environmental issues is delegated to the Head of HSE Department who is responsible for implementing HSE policies in all areas of company activities.

OEOC aims at providing a safe work place to promote health and safety of all its employees and those of its contractors. Any independent contractor or contractor’s employees, representatives, or agents who are found to be in non-compliance with or in violation of OEOC, or applicable state, or local safety guidelines or regulations may, by OEOC’s sole discretion, be barred from our property or work site(s), and the contract with the guilty party may be terminated. Additionally, the contractor may be excluded from bidding for further OEOC works.

HSE Plan & Training
· In addition to considering guidelines issued by IAGC and E&P Forum, all government and local laws and regulations will be observed in our operations in order to ensure that surveys are conducted in a safe and sound manner. To this end a comprehensive HSE plan will be drawn for any particular project and necessary practices will be put in place.
OEOC emphasizes the need to train its employees in job safety. Employees cannot work and act safely if they do not understand the hazards associated with their tasks. It is only by understanding and identifying the hazards, potential unsafe acts, and conditions - before an accident occurs - that we can ensure each employee will contribute with a positive attitude toward safety and job quality.
HSE training sessions provide employees with a working knowledge of management concepts and accident prevention techniques.

Survey Department of OEOC is using state of the art GPS and DGPS systems in land and marine surveys. It has accomplished numerous surveys for geophysical projects as well as navigation leveling and conducting of all survey activities for control and monitoring of civil engineering projects.
Experienced professionals in survey Department of OEOC , using the most modern instruments and technology , are in charge of trigonometry and positioning surveys in land and marine operations. Survey operations of geophysical , road construction and cellar building activities are among other duties of this department.

Construction and Civil Engineering

This department has been involved in design and execution of numerous engineering and construction projects including :
Civil Engineering & Construction Department of OEOC ; apart from conducting its routine operations for OEOC ; has been giving services to different sections of NIOC including Exploration Directorate, Central Iranian Oil Fields Company and Gas Fields Planning & Development Company.
Civil Engineering
Design and construction of access roads in oil& gas exploration and production sites. Development monitoring of civil construction projects. Maintenance of roads and building complexes. Construction of Cellar, drilling rig platforms and camp sites.
Construction of water reservoir and pumping station sites.
Construction of structures for mechanical units and pipelines for supply of water to the drilling sites.
Construction of offices, residential buildings and camp sites including steel and concrete structures.
· All Civil Engineering and construction operations are carried out according to NIOC's Technical Standards and Specifications.
It is worth noting that most of the projects both in exploratory or development phases are located in remote and non-accessible areas of the country.
Given the rough terrain and geographical difficulties facing the operations; technical criteria, standards and project termination deadlines are key factors during the entire project. The cellar site cementing process has to be carried out very meticulously while the cellar hole (pit) and conductor pipe is being laid for the drilling rig to be installed on the cellar platform.
Despite the remoteness of the sites and subtlety of the operations, OEOC has been able to successfully meet the demands of its clients in the best possible manner.

Highly experienced professional staff in Well Testing and Wireline Department of OEOC have been engaged in numerous testing and wireline operations on wells which have been carried out on different Iranian oil and gas fields during the last 30 years. The sites include : NAR , KANGAN , SARKHOON , GHESHM , DALAN , KHANGIRAN , GONBADLY and NAFT SHAHR.
Below is a brief description of equipment and capabilities of OEOC on well testing and wireline operations :
Full Bore Drill Stem Testing ( FBDST )
FBDST is a temporary well completion to let flow of the Well to perform production test and record down hole Pressure and temperature . Completion is done using 7 in. and 9 ⅝ in. Packers . We use one FBDST unit which consists of two sets of test strings with 5 in. OD and 2 ¼ in. ID and 15000 psi working pressure . The tools are H2 S service.
Electronic Memory Gauge ( MQG – X )
MQG-X with 1 Mb memory capacity can record 200000 data set.
Each data set consists of date, time, pressure and temperature.
Battery is of lithium type that can work up to 26 days in the hole.
Mechanical DST
To evaluate hydrocarbon potential of an un-known formation and to determine down hole pressure and temperature of such a well, a mechanical DST is used. This tool has 4 in OD and 1 3/4 ID with 15000 psi working pressure. It can be used with 5 in., 7 in. and 9 5/8 in. packers.

Mobile 3- Phase Test Separator

OEOC has three mobile separators that can each handle 15000 BOPD and 75 MMSCFD gas and 2000 BPD salt water.

Each separator is equipped with rupture disk and relief valve to ensure high safety.

Gauge Tanks

To measure separated liquids derived from the separator, we have 3 tanks with 100 bbl capacity. Inner surface of tanks are coated with epoxy materials to resist against corrosive agents.

Transfer Pump

This equipment is used to transfer the oil in the tanks to burning pit in order to avoid oil spillage and contamination of the environment.
Wireline Winches
OEOC owns two skid mounted wireline winches for working on offshore and light jobs and three truck mounted wireline winches for heavy duty jobs on both onshore and offshore. Truck mounted winches are very advanced and equipped with computerized system called "Smart Display".
This system has capability of showing information such as depth, speed and tension to the operator at any time during the operation. It is also possible to adjust maximum permitted settings, so that when they exceed the threshold, it starts to make a sound alarm. This way, the risks involved in the operation are minimized.
To control surface pressure we have three sets of 10 k lubricator with Bop and Amos co valves.

Bottom Hole Sampler
To take bottom hole sample we use two types of sampler, Ruska and LEUTERT . with these samplers 400 and 600 cc samples can be taken .
LEUTERT sampler is new and operates as positive displacement mechanism resulting in considerable decrease of sampling time.
Choke Manifold
There are two 15 k and three 10k chock manifolds to flow the well through desired choke sizes. This is necessary for maintaining proper pressure drop on surface in order to divert the flow to the separator.

Flow Head

OEOC has four Flow Heads with 15000 psi working pressure. By using Flow Head for temporary completion; there would be no need to remove Rig Bop's. Consequently the rig time is saved and the setting of the packer is completed much easier.

This is an instrument for rapid connection of well surface to the reservoir.
It has the following capabilities in oil and gas wells :

PVT Analysis
To perform PVT analysis on oil, we use very advanced Hg free equipment called PRISM. This equipment uses only 2 cc of oil for analysis.
Mobile Workshop
Servicing or redressing at the well sites is carried out by a well equipped workshop which could be rapidly transferred to any well site at any time.
